Before you panic or send money anywhere, confirm it’s a legitimate IRS notice. Real IRS notices typically arrive by mail, and you can look up most notice/letter types by the code in the top corner (CP, LT, or Letter number).
Most taxpayers who owe will see an escalation pattern. The timing can vary, but the general idea is: a bill, reminders, then stronger collection warnings if nothing changes.
What it means: CP14 is often the first notice that says the IRS believes you owe a balance for a tax year. It tells you how much is due and gives payment options.
What to do: (1) Confirm the tax year and amount, (2) pay what you can, (3) set up a payment plan if you can’t pay in full, or (4) contact the IRS if you disagree.
What it means: CP501 is a reminder that the IRS has not received payment or a response for a balance due.
Why it matters: It’s still “early,” but the balance is continuing to grow with penalties and interest, and the IRS is documenting that you were notified.
What it means: CP503 is essentially a stronger follow-up saying the IRS still hasn’t heard from you.
What can happen next: If you don’t respond, you may be at higher risk of lien-related action later in the process.
What it means: CP504 is a Notice of Intent to Levy (collection escalation). It warns the IRS may levy wages, bank accounts, and/or seize other property rights (including state refunds).
Important nuance: CP504 is extremely serious — but it is not always the “last step” before levy. The IRS generally must still issue a formal final notice that includes your right to a Collection Due Process hearing before certain levy actions.
What to do: Don’t ignore it. The safest move is to respond quickly and work toward a payment plan or other resolution path.
What it means: LT11 (or Letter 1058) is one of the most important letters in the collection process. It states the IRS intends to seize (levy) your property or rights to property if you do not respond.
Why it matters: This is the stage where you can have strong appeal rights. In many cases, you have a limited window (often 30 days from the date of the letter) to request a Collection Due Process hearing.
What it means: This letter generally notifies you that the IRS filed a Notice of Federal Tax Lien (NFTL) and tells you about your hearing rights. Liens can affect credit and create real-world friction even if nothing is being seized yet.
What it means: If you already had a payment plan and missed payments (or otherwise defaulted), CP523 warns the IRS intends to terminate the agreement and may resume collection actions, including levies.
What to do: This is a “fix it now” letter — it’s often easier to reinstate or repair an agreement before it’s terminated than after collection restarts.
What it means: Some taxpayers receive annual reminder notices showing an unpaid balance remains on file. It can feel repetitive, but it is a signal the account is still unresolved.
What it means: You may also see other final notice types depending on how the IRS is collecting. For example, CP90 is a final notice of intent to levy with hearing rights, and CP91 is a notice related to levying Social Security benefits (up to a percentage) in certain cases.
